Sleeves or Reinforcements

During the replacement of some welded on sheet metal it is necessary to fabricate a sleeve that goes behind the welded area or seam. Some OE’s requires these sleeves or reinforcements while others OE’s do not, so knowing the repair procedure for the vehicle you are working on is important. So what about the time needed to fabricate these sleeves or reinforcements? Is it included in the replacement time for the panel or is there additional labor time that can be changed on the estimate? It depends on the estimating system and also what material you are using to create the sleeve or reinforcement. All three estimating systems address the fabrication of sleeves in their P-Pages or estimating guides.

CCC states that fabricating these sleeves are not included in any labor within their estimating systems. Below is an excerpt from the Motors Guide to Estimating that shows the sleeves are not included. Page G-10:

LABOR TIME DOES NOT INCLUDE:

SPECIAL NOTATION:

The items listed below apply to all labor procedures.

• Fabricate templates, reinforcing inserts, sleeves or flanges

Audatex says the fabrications of the sleeves are included in the labor time listed for a part, IF, the sleeve is fabricated from existing parts and not from raw stock. If you cut a small portion of a quarter to use as backing this would be included but if you need to use a piece of tin and shape then that would justify additional labor. Here is the paragraph from the Audatex Database Reference Manual in regards to sleeves. Audatex DRM page 60:

Audatex labor allowances include time to fabricate sleeves when they can be made from existing parts. If the sleeve needs to be fabricated from raw stock, the time to fabricate the sleeve is not included.

Mitchell states that fabrication of the sleeves is included in the labor for the parts listed in the estimating systems, but similar to Audatex they state if the sleeve needs to be fabricated from raw stock then that would not be included. This is listed under the Additions to Labor Times on page p4:

Fabrication

Fabrication of reinforcements or inserts (new component not cut or manufactured

from existing or new part, but from raw stock).

All three of the estimating systems P-Pages or guides are listed on the DEG website and can be found here. If you have any questions or comments on the P-Pages feel free to submit an inquiry to the DEG and we will contact the information provider on your behalf to resolve the issue.
